12 July 2022 - UK 0871 numbers with dmClub have been saved!
Previously we have advised that 0871 numbers would be decommissioned. This was because the Code of Practice had made compliance of numbers costing over 5p/minute non-viable. We put in a request to Ofcom to have them changed to 5p/minute and Ofcom accepted the request, so we're back in business.
However, we still regard 0871 as "end of life" along with 0844/0845/0870 as these can be hideously expensive to call from networks that have a criminally high access fee (which often dwarfs the 5p/minute service charge).

0871 numbers generate enough inbound revenue for dmClub to offer the following features (on various tariffs):
- Free forwarding to landlines in most major industrial countries on certain tariffs
- Free forwarding to the 4 major UK mobile operators (Pro and Ent tariffs only)
- Payouts to customers on received calls
- Voice and Fax Unifed Messaging services available
- Advanced call handling services (such as dmSwitchboard) available
- Free signup option (for basic dmConnect service)
- Rent free option (subject to minimum usage)
Regulatory environment and public tariffing
Operation of the numbers
0871 numbers are regulated by Ofcom and PhonepayPlus (previously ICSTIS).
dmClub 0871 218 numbers cost 0.10 per minute (inc. VAT) to call from BT landlines. They cost between 0.15 and 0.45 per minute from the various mobile phone companies.
dmClub customers are classified as "Information Providers" and must abide by a set of regulatory and ethical codes of practice, as set out by Ofcom. Customers using dmClub 0871 numbers as intended do not need to register with PhonepayPlus, but should abide by the codes of practice.
dmClub services are prior permission exempt (provided they are operated according to dmClub's guidelines). If you use call processing equipment (when receiving calls on our 0871 numbers) that may invalidate the exemption. (See annex C of the PhonepayPlus guide).
Key points
Pricing: In general 0871 number owners should make people aware of how much it costs to call the number. On websites, leaflets, listings and van liveries, the following information should be displayed clearly and prominently, near the telephone number.
You should include a customer care contact number alongside the above text. The dmClub customer care number, +44-20-7060-2000, should be used for this purpose.
Note: Business cards are exempt (as they are not classed as having a "call to action").
Data protection

3.4 Data protection
3.4.1 Service providers must make a notification to the Office of the Information Commissioner under the Data Protection Act 1998 and must, in their notification:
a. disclose PhonepayPlus as a potential recipient of personal data,
b. state that data collected from service users may be used by PhonepayPlus for regulatory purposes.
3.4.2 Service providers must not give any undertaking to service users, suppliers, network operators, information providers or others which could preclude any information being given to PhonepayPlus in confidence. Service providers must warn consumers that any data collected may be passed to PhonepayPlus.
3.4.3 Services which involve the collection of personal information, such as names, addresses and phone numbers (which includes the collection of Calling Line Identification (CLI) or caller display information), must make clear to service users the purpose for which the information is required. The service must also identify the data controller (if different from the service provider or information provider) and any different use to which the personal information might be put, and give the service user an opportunity to prevent such usage.
Breaches
dmClub will fully assist the regulator in cases of breach. In the case of innocent mistakes we will assist you to remedy the matter, but with troublemakers we will be brisk.
